Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

 

Context:

Under the overall guidance of the Head of IOM Vilnius office the successful candidate will be responsible for the coordination and implementation of the relevant activities of the project Assisted Voluntary Return and Reintegration (AVR-R) of Foreigners

 

Core Functions / Responsibilities:

1.    Coordinate the work of AVR-R team;
2.    Coordinate AVR-R work with Thematic specialists, RO Brussels and HQ;
3.    Coordinate and monitor all operational activities related to AVR_R;
4.    Draft and submit new project proposals on AVR-R to IOM and the donor;
5.    Identify the risks of AVR-R project and suggest corrective measures;
6.    Ensure efficient and timely communication, including via customer oriented website;
7.    Maintain a good working relationship with government officials, partners, NGO’s and other relevant stakeholders. Initiate and organise meetings with relevant stakeholders;
8.    Act as a Project focal point for cooperation with foreign embassies;
9.    Monitor and oversee timely and efficient implementation of project. Keep the HoO informed on the status of implementation of each project activity;
10.  Draft periodic and annual project reports to the donor on activities ensuring effective management of the project;
11.  Plan and keep track on project expenditures;
12.  Plan and organise AVR-R events such as seminars/ conferences, meetings, presentations and others;
13.  Act as a focal point for Resettlement and Relocation for IOM and Lithuanian counterparts;
14.  Attend official meetings, appointments and duty travel;
15.  Perform such other duties as may be assigned.

 

Required Qualifications and Experience

 

Education

  • University Degree from an accredited academic institution, preferably in Social sciences, Humanities or related areas with two years of relevant experience in working with social issues. 

Experience

  • Experience in project development and management;
  • Knowledge of main migration issues in Lithuania and current situation in the EU;
  • Good spoken communication skills - ability to interact with various individuals as well
  • as organizations;
  • Experience in working with Governmental Organizations and NGOs;
  • Reliable, able to work under pressure, good organizational skills and drive for results;
  • Experience working with migrants and/ or other vulnerable groups is an asset;
  • Experience of the work with EU funded projects – preparation, implementation,
  • monitoring, reporting is an asset.

Other requirements

  •  Driving licence and experience.

Languages

Excellent working knowledge of Lithuanian, English and Russian. Knowledge of any other language is an asset.

Appointment will be subject to certification that the candidate is medically fit for appointment and verification of residency, visa and authorizations by the concerned Government, where applicable.

Only candidates residing in either the country of the duty station or from a location in a neighbouring country that is within commuting distance of the duty station will be considered. In all cases, a prerequisite for taking up the position is legal residency in the country of the duty station, or in the neighbouring country located within commuting distance, and work permit, as applicable.
